Michelle Poulin is the Supervisor for the Western MA team for Public School Monitoring (PSM) with the Department of Elementary
and Secondary Education (ESE). She supervises a team of educational specialists who monitor public schools to assist with the
implementation of special education and civil rights to promote improved and sustained outcomes for students in the
Commonwealth by engaging in focused school district reviews to drive reform, maintain effective practices and commend
exemplars.
Michelle began her career in education as a teacher for students with emotional and behavioral challenges, and transitioned to an
administrative position with the Department of Youth Services as Educational Liaison to support educational services for the
students in DYS care. This was followed by 14 years as the director of the Special Education Surrogate Parent Program in a
contract through the EDCO Collaborative. She is happy to once again be involved with the SESPP and the RTSC in the role of
ESE liaison and contract manager for the programs.

Through a grant of the Department of Elementary and Secondary Education, EDCO Collaborative's Special Education Surrogate Parent (SESP) Program appoints trained volunteers to act as special education decision-makers for students who have no parent or legal guardian. In addition, the SESP Program conducts outreach efforts to DCF offices and to school districts across the state by offering trainings and informational materials. The SESP Program works in partnership with the Massachusetts Federation for Children with Special Needs, which is responsible for volunteer recruitment, training and support.

Lauren Schadt Baker became the First Lady of Massachusetts when her husband, Gov. Charlie Baker, was sworn in as Governor in January, 2015.

As First Lady, Lauren works to improve the lives of the children of Massachusetts, focusing in particular on the children served by their Department of Children and Families, through her work with the Wonderfund, a private, nonprofit she helped launch.

Lauren earned a bachelor’s degree and MBA from Northwestern
University. She is a veteran of the advertising world where she managed many brand campaigns for consumer products. She then she spent several years working in higher education at Marian Court College where she served as Board Chair and Director of Institutional Advancement. Currently, Mrs. Baker works as a marketing communications consultant for The Baker Group serving independent schools across the country.

She also serves on the boards of the Wonderfund, the American Red Cross New England Region, Phoenix Academy Charter School Foundation and the Care Institute.
The Bakers reside in Swampscott, Massachusetts. Their proudest accomplishments are their three incredible children who are now all grown up.

Susan Cole is director of the Trauma and Learning Policy Initiative (TLPI), which is a joint program of Massachusetts Advocates for Children and Harvard Law School. TLPI's vision is that all schools will become trauma sensitive cultures that include, welcome and honor all students and families and create environments where each student can reach his or her full potential. At Harvard, she directs the Education Law Clinic which provides individual case advocacy in special education, policy advocacy to create trauma sensitive safe and supportive schools, and trains law students to advocate in the special education arena and in ways to set the conditions in law so that all students can attend schools that are safe, inclusive, and supportive. . She is a lead author of Helping Traumatized Children Learn, Volumes 1 and 2. Her experiences as a former special education teacher at the k-5 and 10-12 levels constantly inform her work.

Katie Byrne is the Acting Detention Reform Specialist for the Juvenile Detention Alternatives Initiative in Massachusetts, a collaborative, data-driven, juvenile justice reform initiative. Katie coordinates this effort locally, in both Hampden and Worcester counties, and assists with the coordination of JDAI work at the state level. Katie received an undergraduate degree in Psychology from UMass Amherst. Prior to this position Katie worked as Residential Counselor in a residential school for girls, going on to receive a Master's degree in Community Development and Planning from Clark University where she worked as a Research Assistant on various youth and community safety grants.

Sona Klimowicz is a Licensed Mental Health Counselor, currently working as the Residential Director at LUK Crisis Center, Inc in Fitchburg MA. During her time at LUK, she has held a variety of clinical, supervisory and administrative positions, and has a particular interest in helping youth and families recognize their strengths and heal from traumatic life experiences, and in supporting the staff who work most closely with them. She has been trained in several evidence based trauma treatments, and finds that the ARC model speaks most closely to her heart and her clinical perspective. She has provided trauma informed trainings as well as training in the ARC model for the past 10 years.

Mariam holds a BA from Swarthmore College and a Masters in Social Work from the University of Kentucky.

Michelle has been working with individuals with disabilities for over 20 years. She began her career working in a nursing home with individuals with disabilities, then with the Federal Head Start Program, as a Special Educator in the Framingham Public Schools, and currently works for The Depatment of Developmental Services. Lynne Rachlis is a private child advocate specializing in advocacy for complex, high-risk children and adolescents whose psychological and neurologically-based disabilities raise significant safety concerns and prevent them from achieving academically. Ms. Rachlis began providing child advocacy services in 1983 with the Commonwealth of Massachusetts Office for Children. During the 1990's, she was on staff at Westwood Lodge Hospital, a private psychiatric facility, consulting to hospital clinicians and assisting the coordination of discharge services for children and adolescents. Ms. Rachlis has been in private practice since 1998 representing individual students and consulting to state agencies, attorneys, advocates, and clinicians in the Greater Boston area. She is committed to providing parents and professionals with the compassionate and expert guidance they need to effectively advocate for children in need. She strives to engage parents and educators, clinicians and evaluators in thoughtful and thorough dialogue about the special education needs of psychologically vulnerable students. Colleen has extensive experience as a school-based occupational therapist, has her own private practice, and is on the faculty of the STAR Institute for Sensory Processing Disorder with Lucy Jane Miller. Colleen has a special interest in working with children who have experienced trauma. She has published two articles in research journals regarding trauma and the role of the school-based occupational therapist. Sasha Svendsen, MD is a Child Abuse Pediatrician who works with the Child Protection Program and the Foster Children Evaluation Program at the University of Massachusetts Children’s Medical Center. Dr. Svendsen completed her 3-year Child Abuse Pediatrics subspecialty fellowship training at the Children’s Hospital of Colorado and the Kempe Center. She is board certified in both General Pediatrics and Child Abuse Pediatrics. In addition to providing clinical care for abused and neglected children, she is also an Assistant Professor of Pediatrics at the University of Massachusetts School of Medicine and has a passion for education. Dr. Svendsen is interested in promoting collaboration within communities to more comprehensively address the needs of abused and neglected children and promote resilience.

Aggie Kolbeck is a Boston transplant, originally from Chicago, with a background primarily in juvenile justice contexts. Upon the completion of her Master’s in Children’s Law and Policy at Loyola University - where she was first formally introduced to Restorative Justice, she moved to Kentucky to work on juvenile justice reform with a focus on ‘high risk’ youth, court diversion, alternatives to detention, and disproportionate minority contact (DMC). Recruitment, Training and Support Center

Special Education Surrogate Parents make educational decisions for students in Massachusetts whose parents are unknown or unavailable. They meet with their assigned student or observe them in the classroom, receive all progress reports and report cards and attend IEP meetings as an acting surrogate parent.

REquipment Durable Medical Equipment Reuse Program, Inc.

REquipment provides refurbished durable medical equipment to Massachusetts residents. This includes equipment such as manual and power wheelchairs, standers, adapted strollers, positioning and seating, portable ramps, gait trainers and other equipment that has been refurbished and sanitized. All equipment is free. There is a small fee for delivery.

REquipment also accepts donations of durable medical equipment still in good condition with no rips, tears or stains.

Rise Above Foundation

Rise Above is dedicated to providing Massachusetts children in foster care with enriching activities, opportunities and experiences. SafetyNet Tracking Systems

Too often we read or hear about the child that wanders away from home or school only to be found days later, deceased or not found at all.

SafetyNet Tracking Systems is a directional radio frequency tracking system operated by Public Safety Agencies with full search coverage in MA.

Average search time for someone on SafetyNet is about 30. The SafetyNet transmitter is waterproof, has a non-removable strap and the battery lasts six months.

We have had over 770 search & rescue calls for SafetyNet clients around the country and ALL have been successful.

Trauma Examined Through the Lens of an Occupational Therapist

Experiencing trauma in childhood can have a significant effect on school performance, particularly in the occupational performance areas of education, social participation, and play. We will highlight some of the theory and science behind the focus on body-based techniques and relationships when facilitating regulation and successful participation in school. This presentation will explore the clinical reasoning process behind how occupational therapy practitioners analyze environments, tasks, and routines with a trauma-informed sensory-based approach. We will also discuss how to support children in initiating and expanding their self-regulation strategies, as a reflection of increased self-awareness and sense of agency.

Special Education Advocacy for Students with Social/Emotional Disabilities

Crafting an IEP for a student struggling with primary social and emotional disabilities is a challenge. The skills a student requires to successfully cope with distress or conflict, engage with peers and adults, or tolerate frustration and confusion are difficult to describe as measurable goals, objectives, and benchmarks. The causes of emotional dysregulation and behavioral dyscontrol as well as the impact on academic performance are not easy to explain to educators trained to teach reading, writing, and math. This session seeks to strengthen the participant's ability to promote productive discussions at IEP Team meetings for emotionally fragile students.
